Custodian of the Official Register of Court-Ordered Debts, Judgments and Fines since 1985
The Register of Judgments, Orders and Fines is an integral part of the data infrastructure, underpinning lending and other business decisions. We work with government and other stakeholders to improve the accuracy and range of public monetary judgment data available to improve data matching capabilities and support both claimants and defendants with the information they need.





Stewarding judgment data since 1985
We were established in 1985 to maintain the official statutory Register of Judgments, Orders and Fines for England & Wales on behalf of the Ministry of Justice, and now maintain similar Registers for Scotland, Northern Ireland, Republic of Ireland, Isle of Man, and Jersey by agreement with the relevant authorities.
We place no judgement or interpretation on the content of the Register; we simply ensure that the records published are as accurate and up-to-date as possible. We are responsible for handling and responding to all enquiries from consumers, courts, businesses and governments regarding the Register. We provide a trusted and impartial source of judgment information to any who need it. As a not-for-profit company, our mission is to use and share this ‘public data for public good’.

Operational Excellence
Every day we receive a secure data feed from the courts, providing new or amended entries to the Register of Judgments, Orders and Fines, which contains millions of records, England & Wales alone have 5.4M+ records on the Register. We process upwards of 130,000 records on average per month - more than 4,000 per working day. Our operations team reviews, quality checks and processes the data within hours of receiving it, manages the removal of expired records from the Register and synchronises the updated Register with TrustOnline and our data services clients.
TrustOnline
TrustOnline is the only service providing members of the public and businesses with immediate access to search the public Register of Judgments, Orders and Fines in the UK and Ireland. It is operated by Registry Trust on behalf of the Ministry of Justice for England & Wales, and by agreement with relevant authorities in Scotland, Northern Ireland, Isle of Man, Jersey, and the Republic of Ireland. Instantly check if an individual or business has a judgment or CCJ filed against them.

Our work is built on three pillars that guide our mission to use public data for public good.
Public
We work with consumers, public bodies and credit reference agencies to deliver an exceptional public service. We believe in transparency in public and corporate life, and we work together with regulators, public bodies and corporations to encourage fairer and better use of judgment information.
Economy
Judgment data, used in conjunction with a series of other economic indicators, can help uncover issues connected to the health of the economy. We provide data and analysis to help support economic and financial decision-making and responsible lending and borrowing.
Policy
Our data are used to guide and inform debate about and promote understanding of major public policy issues relating to the economy and household finances. We work with regulators, think tanks, and government bodies to ensure that regulations and policy are evidence based.
Public Education & Engagement
We analyse, publish and disseminate our data via our website, social media channels, the media and via our contacts database to make it as widely available as possible. We are keen to work with others to make sure that claimants and defendants are aware of what to do when they receive a CCJ/decree, and what they can do to cancel or satisfy a CCJ/decree. We actively support positive regulatory change to support claimants and defendants, consumers and businesses.

Advocacy & Reform
We work with partners, regulators and other stakeholders to improve the accuracy and range of public monetary judgment data available to improve data matching capabilities and reap tangible benefits for claimants, defendants and decision-makers. We have advocated for the inclusion on the Register in England & Wales of claimant data and continue to make the case for a shift in the burden of proof for satisfaction and for a new partial settlements register.
